情報整合與國土安全：美國國土安全工作之借鏡與台灣現況的反思

摘要

「九一一攻擊事件」徹底改變了美國對於國家安全的傳統思維方式，並從中體認資訊分享與情報整合的迫切需求，促成「國土安全部」（DHS）的建立。本文嘗試透過對於美國國土安全事務運作的討論，揭示存在於情報整合與國土安全之間的密切關係，進而反省台灣國土安全工作的現況。

September 11 attacks changed Americans way of thinking about national security forever. The urgent need for information sharing and intelligence integration led to the establishment of Department of Homeland Security (DHS). By examining the case of DHS, this article is trying to show the relationship between intelligence integration and homeland security and to make a reflection of the practice of Taiwan.
