論組織再造與國家安全政策的轉變－美國國土安全部的建置省思

A Reflection on the Establishment of Department of Homeland Security in America

摘要

小就是美嗎？這是一個迄今仍為公共行政研究學界普遍爭辯不休的命題。為了回應911恐怖攻擊事件，美國政府特別成立「國土安全部」，希望能保衛美國人民並對抗潛在的恐怖威脅。基此，「國土安全部」企圖化零為整，整合先前各自為政的機構，但卻因此讓「國土安全部」成為一個龐大而複雜的部門，從而淪為各界公共輿論的眾矢之的。透過對於「國土安全部」建置歷程與動機的回顧與檢視，本文企圖揭示國家安全與組織再造之間微妙關係，並析論美國國土安全概念演變的過程。

Is small beautiful? That's still a debatable proposition of public administration study. In response to the September 11, 2001 attacks, the U. S. government announced the establishment of the Department of Homeland Security (DHS). DHS was created to secure American against any potential terrorist attack. In order to achieve this goal as an integrated national effort, different agencies, which are distinct in their missions and operations, are incorporated into this new department. However, it also makes DHS an enormous and hybrid organization and becomes a target of public criticism. By reflecting the establishment of DHS in America, this article tries to explore the relationship between national security and organization Reengineering as well as the conceptual transformation of homeland security.
