新國家安全觀下，情報分析發展之轉變

摘要

國家安全的定義內涵與發展，受到全球政治、經濟、社會、文化甚至是科技的發展所影響，已經產生本質上的變化，也就是說，現存的國家安全必須涵蓋更為全面性的政治安全、經濟安全、社會安全、文化安全、科技安全，甚至是非傳統安全也需納入新國家安全觀中。而科技安全中，網路安全已經全面性發展到與國家、社會、人民息息相關，每天都離不開網路科技的使用，也因此，傳統國家安全觀已經不適用於現存高科技發展下的國際社會，必須重新建構一新國家安全觀，其中，必須更為全面性，更為完整性的納入科技安全與網路安全，而就政治安全、社會安全、文化安全的內涵也都有了質的變化，這也是本研究分析的重點之一。其次，從新國家安全觀的視角下，來審視情報分析發展之轉變，因為情報涉及多元化的發展，如情報的蒐集、技術、內容分析及解讀、判讀，甚至虛假情報或反情報的釋出後解讀.......等等，而情報就其內容之多元化，又可分為政治、軍事、國防安全情報、社會安全情報、經濟安全情報、文化安全情報、非傳統安全情報......等等。因應新國家安全觀，使得情報的蒐集分析，更必須增加科技技術，如網路科技，以提高情報蒐集的安全性及準確性。也因此本研究嘗試從不同面向，來探析新國家安全觀下，情報分析蒐集發展的轉變。首先就分析層次，分為個人層次、社會層次及國家層次的情報分析，另一方面，就情報分析技術層面來探析現今情報蒐集分析的技術層面與傳統情報分析技術的差異性及如何提昇情報分析的正確性及安全性分析。

This article explores that the definition & development of national security has been influenced by global politics, economy, society, culture and even technical development. And it has essentially changed, that is, national security contains broadly and widely political security, social security, cultural security, technical security and even traditional security also should included into viewpoint of new national security. Moreover, the internet security has been connected with nation, society & citizen in which use internet daily. Therefore, the theory of traditional national security is not suitable for current society, need to be re-constructed and include technical & internet security. The content of political, social and cultural security has qualitative change. Secondly, from the perspective of new national security analyze the transformation of intelligence analysis development. Because intelligence has related multi developments of collection, technique, content analysis, decoding and judging. Or even decoding of false intelligence or anti-intelligence.....etc.. For multiple content of intelligence, it can be divided into aspects of political, military, national defense, social security, economical security, cultural security and non-traditional security......etc.. In response to new viewpoint of new national security, should add technical skill, like internet technique which Improve safety and accuracy of intelligence gathering, to intelligence collection. This research attempts to analyze transformation of intelligence collection under viewpoint of new national security, from 3 different aspects of individual level, social level and national level. From the other side of technical level explore what is the difference of intelligence collection ways between modern and tradition. And how is improve safety and accuracy of intelligence gather analysis.
