我國聯合防衛作戰之省思：從情報資訊分享機制探討

國防部於2017年提出新形態軍事戰略構想：防衛固守、重層嚇阻。「防衛固守」的目標重在運用守勢作戰方法，以確保國土及人民的安全，它屬於軍事戰略的層級。「重層嚇阻」的應用應包括政治、軍事、心理、地域、階段等，統合運用的意涵，它屬於國家戰略與軍事戰略的綜合運用。防衛作戰的未來型態必定朝向「混合作戰」的模式發展。國軍為防止解放軍對我使用混合作戰，必須著力與研發出反制的防護措施，以因應未來的挑戰，更彰顯戰前各種情報與反情報工作能量整合之重要性。情報為國家與軍隊制定政策方向及戰略方針之基礎，我國國安團隊依據國家情報工作法及相關法令依據，結合各種會報機制，執行各項情報工作，然現行情資整合應變機制，在法制面、制度面仍存有部分盲點有待克服；在順應安全情勢變遷下，應檢討我國各情報與反情報機關工作能量，逐步將新型態攻擊模式此類非傳統安全威脅納入工作職掌與未來思考方向，並以協調會報運作機制方式，發揮情報統合分工效能，使國家安全情報與應處作為相鏈結，期能有效因應新型態安全威脅之挑戰，並強化我防衛作戰之情資分享效能。

The Ministry of Defense put forward a new form of military strategy in 2017: resolute defense, multi-domain deterrence. For ＂resolute defense,＂ it uses defensive combat methods to ensure the safety of the country and people, which belongs to the level of military strategy. And the ＂multi-domain deterrence＂ include politics, military, psychology, region, stage, etc. dimension, it belongs to the comprehensive use of national strategy and military strategy. The future type of defensive operations must develop towards the ＂mixed operations＂ model, and we must to develop a new protective measure against countermeasures. It also highlights the importance of the integration of various intelligence and counterintelligence work before the war. Our national security team execute various intelligence work according to the National Intelligence Service Law. However, there are still some blind spots to be overcome in the legal and institutional aspects of the current intelligence integration. The working capacity of various intelligence and counter-intelligence agencies should be reviewed, and incorporate non-traditional security threats such as new style attack patterns into the job and the future thinking direction that playing a unified division of labor and effectively responding to the challenges of new security threats.
