提升國軍作戰區災害防救整備效能之研究

本論文研製以「TOPA專案推移理論」及「文獻分析研究」方法，探討並檢視國軍相關災害防救體系，面對複合式災害，所導致重大災情，相關因應及處理原則，重新檢討災害防救機制，在法令、制度與政策運作上之不足，尤著眼於軍隊在災害防救角色的執行與發展，研提最佳災害防救研究方案與行動，精進救災效能。依據作者從事災害防救相關計畫作為與執行層面，提出強化平時「災害防救整備」，以精進「災害防救執行成效」相關具體作法，建立「資訊透明」、「決策迅速」、及「貫澈執行」原則，以慬慎的態度來面對災害防救工作。本研究藉由歷年災害防救要案、紀實暨世界各國在救災及非戰爭軍事行動方面之方案及行動指南等，透過「推移探討」、「分析及比較」等方式加以綜彙，冀由重新研提建構災害防救整備作業流程，同時汲取歷年災害防救處置之缺失與經驗，檢討現行災防執行能力，俾提升部隊災害防救效能。研究結果，將可納入年度各項演訓任務，結合地方政府實施「災防演練」，將「複合式災害」列入演習課目；對救災整體規劃，先期完成預演及驗證，發揮災害防救應處效能，使國軍先期因應、完成整備，提升防、救災工作。

The purpose of this research is to discuss how disaster prevention and response (DPR) system being used by military forces when facing severe natural disaster that combined other disasters based on the theory of project advancement (TOPA) and citation analysis. Through reexamine DPR mechanism, on the phases of decree, system, and policy, this research focuses on the role and development of military forces in disaster prevention and response to propose optimum DPR program to enhance operation efficiency. This study is engaged in DPR operation execution, proposed through sufficient DPR preparation work to enhance operation effectiveness under the principles of “transparency of information”, “prompt decision”, and “implement reinforcement”. Through those past experiences, discussions, analysis and compression of major disaster rescue operation and military operation other than war (MOOTW) worldwide to reconstruct DPR operation procedure in order to improve military forces on rescue effectiveness. The results of this study can be widely put into use of annual operation by adding combined disasters into the disaster prevention drill of local government. Moreover, the results offer practical guidelines to complete planning of DPR operation, precaution and examination, to reinforce the ability of military in DPR.
