國際恐怖主義與九一一事件後美國反恐機制之研究

摘要

接二連三的恐怖攻擊事件震驚國際舞台，也使非傳統性安全重要性備受國際矚目，全球深刻感受恐怖主義之威脅，影響層面甚大，屢屢躍上國際新聞版面，各國也投注相當人力、心力、物力在反制恐怖主義上，惟恐怖活動型態多元化及手段專業化，致使倍感棘手，甚至美國威權地位一次次受到挑戰，威脅現今國際關係與國家安全，激起全球進一步思考反恐行動的具體作為，究竟應如何做更有效的防制，來維護國土安全以及建立世界新秩序。
打擊恐怖主義為大多數國家共同信念，且美國單打獨鬥的慘痛教訓凸顯出國際合作的必要性，本文主要研究美國面對反恐政策失利後，如何再接再厲，從失敗中修正方向，又如何在各國國際合作中，採取致勝策略並施展其影響力，再者面對ISIS新興極端恐怖組織的崛起，美國對其反制作為是否有效壓制這恐怖、危險的極端恐怖組織。

The spate of terrorist attacks does not only shocked the world , but also the point out the importance of non-traditional security . The whole world is under the threaten of terrorist so deep that lots of nations realize that they have to put more and more attention on this issue. In addition, the type of terrorism is so professional and changeable threatening the powerful status of United State step by step. As a result , the terrorism causes international security risk raising the sense of crisis awareness which force us to take specific actions to fight against it. But this there any effective way for us to take necessary precautions against terrorism and prevent our nation from being attack by terrorist and rebuilt the new order in the global world?
Fighting against terrorist is the concept that most nations hold and the cruel lesson US. have learned tells us that the necessary of international cooperation .This essay is mainly talking about after the failure of fighting against the terrorist , how US. stand up again and find their own way out. What’s more, this essay talks about how this country modify their way , cooperate which other countries and maximize their Influence. At last bit not the least , facing the new type of terrorist named ISIS, how US. make measure to compress the extreme and mean terrorist organization.
