台灣制度內金融與制度外金融之關係－以1990年代初期之金融自由化前為探討內容

摘要

在市場經濟體制下，如果有健全的金融體系，且它被有效率地營運的話，自然地就會對經濟成長，帶來相輔相成的加分效果，但從另一方面而言，如果在不健全的金融體系下，隨著市場上資訊不對稱的現象加劇，又金融市場的交易不透明地被執行的話，不僅經濟成長會長期受到阻礙外，短期中亦很有可能帶來類似金融危機的經濟困境。環視二次大戰後台灣經濟發展與金融制度的進程中，由於台灣社會結構本身的多元化，與政治和歷史等諸多因素影響下，在台灣經濟成長過程中，制度外金融的發展與本身角色的定位，有其被探討的價值與內容。本研究結果顯示，1990年代初期台灣金融自由化前，制度外金融與制度內金融彼此間存在著對立和互補兩種特殊關係，其中所存在的制度內金融互補於制度外金融的部分是較不被探討。本文籍由台灣80年代後期開始的地下投資公司的快速成長現象之案例，來說明此種特殊關係的金融體系結構。

Under the market economic system, if there is a sound financial system, and if it is operated efficiently, will grow up to economy.
On the other hand, under an imperfect financial system, as the asymmetric information on the market is aggravated, the economy development not only stumbled. But also the financial crisis will attack economy. Review the process of economic development in Taiwan after World War Ⅱ, the formal and informal systems are coexisted in the financial market. Especially, the role and contents of informal financial system are deserved to discuss. In this study illuminated that the conflict relation in the superficial aspect; however, the complementary relation is also existed in the intrinsic aspect between this dual systems. On account of verifying this phenomenon, the case of underground investment company growing up fast begun later stage of 1980 times is discussed.
