因應全球自然、人為與複合式災難事件,國際護理協會(International Council of Nurses, ICN)在2009年發表災難應對的災難護理核心能力架構指引並於2019年發表更新版。歷次災難經驗凸顯護理專業角色與功能發揮的關鍵性,護理人員具備災難準備快速反應與有效復原的能力,才能在災難時有效降低傷害和死亡,讓社會回復到日常。因此,構建並發展災難護理基礎與專業教育以培養災難護理核心能力對於地處高災難潛勢的臺灣,實為刻不容緩的要務。本文依循ICN在2009/2019年所發行的兩個版本災難護理核心能力的脈絡,對比其所強調護理人員在災難救護之角色、功能與核心能力的重要性,以及2019年後台灣不同型態與強度的災難事件,來反思臺灣災難護理教育的發展以及災難護理核心能力的建構,期許未來在國內外各類型與各期別的災難中擔當與發揮災難護理角色與功能,強化臺灣的國家災難準備、應變與復原的韌性,實現聯合國對相關災難所倡議的永續發展目標(Sustainable Development Goals Development Goals, SDGs)。
In response to global natural, man-made, and complex disasters that have constantly threatened the life, property, and health of human societies in past decades, the International Council of Nurses (ICN) have released disaster nursing competencies frameworks in 2009 and updates in 2019. Various global disaster experiences had highlighted the essential roles and critical functions of the nursing profession. Only nurses who have adequate preparation, instant response, and recovery capabilities can reduce the damage and death, and the public's life and health will be guarded. Therefore, the construction of disaster nursing core competencies and the development of disaster nursing education require immediate attention for Taiwan, which is geogrphically located in high potential disaster risk areas. This article follows the trajectories of two versions of ICN disaster nursing core competencies to illuminate the importance of nurses' role and function in the retrospection of two disasters in Taiwan for future disaster nursing education development and core competencies construction. With those aforementioned core competencies, nurses will play critical roles and fulfull essential functions in all intensity and types of disasters that will strengthen national resilience of disaster preparation, response, and recovery and achieve the sustainable development goals advocated by the United Nations for disasters.
