我國飛安改善重點方向與對象資料分類研究

Research on the Aviation Safety Recommendations and their Implementation in Taiwan

摘要


配合行政院國家科技發展基金補助研究計畫,本研究藉由建立分類系統,將飛安會成立以來所提出之飛安改善建議作屬性分類與分析,從中了解我國飛安改善之重點方向與項目,並加以驗證歷年飛安提升工作是否切中問題,期望藉由此分析工作?開端,?後續研究樹立參考基礎。研究分類架構依照各飛安改善建議之特性與對象不同,共計分?九大類,依照每一改善建議之內容特性,在每一大類下又各自細分?14項子分項。研究結果顯示,我國改善建議多集中在航務操作與主管機關的政策監理議題,兩者合計即佔五分之三強。更深一層檢視航務操作類之組成,以程序/作業法規所佔比例最多,其次?訓練考核類。而政策監理類之組成,以管/監理機制佔最大比例,程序/作業法規次之。因事故調查所發現存於飛航環境中之危險因子,除於調查報告中提出飛安改善建議提供相關單位作?改善飛安的參考外,飛安會亦曾於綜整國內重要飛安議題後,提報行政院院長作?飛航安全政策之參考。整體來說,我國飛安情況雖有顯著改善,但仍有諸多不足處亟待日後有關單位提升。?配合國際民航組織全球飛安計畫(GASP)於2011年欲達成之目標,本分類系統將隨計畫建置飛航安全網資料庫與搜尋系統,以供飛安相關單位安全資訊分享使用。

This research which is a classification system will be built through classifying and analyze the safety recommendations proposed by Aviation Safety Council (ASC) in terms of attribute. From this process, this research intends to find out the key aspects and items of aviation safety improvements in recent ten years and to verify the appropriateness of the efforts on aviation safety. It serves as a beginning and being a reference for the follow-up. According to the safety recommendations' nature and subject, the structure of this classification system can be separated into nine components: ”flight operation”, ”passenger cabin service”, ”maintenance quality assurance”, ”ground operation”, ”airport facilities”, ”aviation security”, ”design and manufacture” and ”policy supervision.” There are also fourteen items in total under those components, such as v, ”training assessment”, ”supervisory mechanism”, ”Information Bulletin” and ”crew resource management.” Some of items are the same or different due to the various characteristics of the classification. As the results indicate, the efforts ASC made much focus on the issue of ”flight operation” and ”policy supervision” which add up to three fifths. Viewing the composition of ”flight operation”, ”procedure/operating regulation” stands for the most parts, ”training assessment” holds the second portion. As for ”policy supervision”, ”supervisory mechanism” occupies the first part and ”procedure/operating regulation” take over the second. ASC brings the safety recommendations out of the occurrence investigations, this functioning unit still integrate and put the important domestic aviation safety issues in order to present for the Premier of R.O.C serving as the referral for the future policy. Overall, the situation of aviation safety has improved notably, but there are still something not good enough for advancement.
