摘要

本研究利用灰色系統理論的灰關聯分析方法，針對英國經濟學人智庫調查報告中，台灣IT產業競爭力的評比分數進行分析，並探討影響台灣IT產業競爭力的構面中，何者與其他構面之關聯性最高。接著再選出與台灣在IT相關產業貿易進行較頻繁的國家，以整體性灰關聯分析方法，探討哪些國家與台灣IT產業的發展環境較為相似。本研究結果顯示：（1）影響台灣IT產業競爭力的主要因子為人力資本；（2）而在各國整體分析的結果中，與台灣IT產業的發展環境最相似的國家為南韓，其次是日本；差異最大的則是美國。

In this paper, we applied the grey relational analysis to analyze the IT industry competitiveness rating of Taiwan, based on the report of British Economist Intelligence Unit (EIU), and to explore which factor has the highest relationship with the other factors among the impact factors of the IT industry competitiveness. Then we selected those countries having closely international business with Taiwan to examine which of them have similar developmental conditions in the IT industry by the overall grey relational analysis. The results of this paper revealed that (1) the most important impact factor of IT industry competitiveness of Taiwan is the human capital; (2) As for the overall analysis of each country, the one with similar developmental conditions to Taiwan in the IT industry is South Korea, followed by Japan; and the one with greatest difference is the United States.
