E-learning is a new way of teaching and learning process. It is a basic and logical consequence of the development of information and communication technology (ICT). All the elements involved in the teaching learning process greatly affect the learning outcomes in order to produce optimal output. However, to build an effective e-learning environment needs many things to be prepared, such as the readiness of technology, the readiness of educational institutions, and the readiness of the community. These preparations are important because it will affect the quality of e-learning programs later on. This study assessed the readiness of implementing e-learning system sat Senior High Schoolsin the city of Banda Aceh, Indonesia in terms of psychology, sociology, environment, human recource, finance, technology, equipment, and content. The results reveal that less than half of the schools in Banda Aceh are ready to implement e-learning. School principals and teachers almost face the same constraints regarding implementing e-learning. Though aware of the importance of utilization of information technology in education, they get a variety of obstacles to implement e-learning. The greatest obstacle is the financial problem, then a very limited of human resources, and lack of government supports.
