摘要

本研究分理論與方案、組織與管理、指標與規畫等三階段，探討我國中央體育行政組織之改造。本文就理論探討改造的理念及其觀念、原則與策略，論述其必須改造的理由，並列舉八個改造方案予初步探討。結果發現： 一、改革勢在必行，但國家體育施政目標已涉及全民健康、菁英奪牌、產業開發、文化旅遊、國際交流和科技應用等層面，體育組織是否仍要維持在教育體系中，實已值得商榷。 二、體委會所提「文化體育部」的構想，如能仿韓國或英國的作法，其可行性仍值得探討。 三、體育司所提三個改造方案，不僅未具新意，也未脫本位主義，僅改造為兩司案勉可再行探討。 四、與我國現行體制及運作文化變動較大的方案，應再一步的探討體育先進國的組織架構與管理體制，提出評量指標，作為規畫的依據。 五、中央與地方體育業務如何大幅度的去任務化，積極開擴民間力量參與的空間，應是值得探究的。 六、興利與防弊並重，應建立「利潤中心制」，以激勵受委單位朝向「學習型組織」發展，精進其專業能力與資源運用效率，得以提升品質與永續經營。

The origin study is divided into three stages as the theories and project, organization and management, index sign and plan etc., inquiring into the reformation of the central athletics administrative organization of my country. This text inquires into the principle and its idea, principle and strategy of the reformation for the theories, discussing the reason that it has to reform, being juxtaposed to raise eights to reform the project to inquire into to the first step. As a result, we find:
First, Reform is going necessarily, but the target of national athletics administration has already involved the all the people's health, elite to win the prize, the industry development, cultural tour, international exchanges and science and technology apply etc. Whether the athletics organization still need to maintain in educating system has already deserved to check actually. Second, the feasibility of the speculation of ”the cultural athletics department” that National Sports Council lift still deserves the study if it can imitate the method of Korea or England.
Third, Three reformation projects that Department of Physical Education lift, not only did not have the creativity, but also did not take off the working for self as motive, only reforming to the two departments. And the idea actually needs to be discussed later.
Fourth, Current system in Taiwan and operation the culture changes the bigger project should inquire into more treads of the organization of the advanced country of the study athletics structure and management system, and then put forward to evaluate the index sign, in order to be the basis of the planning.
Fifth, how the athletics business of central and local go to the mission to turn significantly and expand the civil strength participations progressively deserve to investigate.
Sixth, making goodness and avoiding badness stress equally. So we should build up ”the profits center system” to encourage subjected units toward ”the learning type organization” and development. More, encouraging subjected units aggressive its professional abilities and resources and make use of the efficiency in order to promote the quality and everlasting management.
