下村宏與臺灣體育運動之發展(1915-1942)

Hiroshi Shimomura and Development of Sports in Taiwan (1915-1942)

摘要


下村宏,號海南,日本和歌山縣人,1915年來臺灣擔任總督府民政長官。下村宏在臺任官六年,期間正是大正民主時期體育發展的重要階段,而民政長官則是全臺灣體育事業的最高主導者,再加上年輕時期即是運動健將,更熱衷推動體育發展──1920年下村宏創立臺灣體育協會並擔任會長,此組織可視為日本體育協會在殖民地的分支機構,促使臺灣體育事業更健全地蓬勃發展,也與日本的體育交流更加緊密相連。1921年開始選拔臺灣選手加入日本代表隊,參加國際性質的遠東運動會;1922年回日本擔任大阪朝日新聞社專務董事,邀請臺灣每年組隊參加該社主辦的全日本中等學校野球大會(俗稱「甲子園棒球賽」)。1923年擔任日本體育協會常務理事,1924和1931年兩度提議籌組殖民地競技聯盟,將臺灣納入日本帝國體育競賽圈;1938年獲選為日本體育協會會長,更加大力整合推動帝國與殖民地之間的體育交流,以籌辦1940年第12屆東京奧林匹克運動會。由於下村宏對臺灣體育發展貢獻重大,卸任時被譽為「本島運動界難忘的恩人」。本文主要探討在日本殖民統治時期,身為總督府官員的下村宏對於臺灣體育發展的影響,以及如何促使臺灣體育走出島外,並與日本帝國及其殖民地互相交流和較量。

Hiroshi Shimomura, Hainan as alias, was born in Wakayama ken, Japan. In 1915, he was the civil administrator of the Government of Taiwan. Hiroshi Shimomura was in office in Taiwan for six years, during which time, it has been an important phase of sports development in the Taisho democratic period. Civil administrator was the highest rank in sports of Taiwan at that time. Being an athlete at his young age, he was devoted to the promotion of sports-in 1920, Hiroshi Shimomura founded the Taiwan Sport Association and worked as the director. As the organization was regarded as the branch of the Japan Sport Association in the colony, it led to the more complete and vigorous development of sports in Taiwan and a reinforced relationship of the sports exchange between Taiwan and Japan. In 1921, Hiroshi Shimomura began selecting Taiwanese players to participate in the Japanese team and join the international Far East Games. In 1922, he returned to Japan to be the senior managing director of Asahi Shimbun in Osaka and invited the Taiwan team to join the Japanese high school baseball championship (commonly referred to as Koshien Baseball Games) held by the company every year. In 1923, he was the executive director of the Japan Sport Association, and in 1924 and 1931, he proposed the foundation of a colony sports alliance and included Taiwan in the sports game of the Empire of Japan. He was elected as the director of the Japan Sport Association in 1938 and made efforts on the sports exchange between the empire and the colonies for the 12^(th) Olympic Games of Tokyo in 1940. Since Hiroshi Shimomura significantly contributed to the sports development in Taiwan, he was praised as "the unforgettable great man in the sports circle of the island" after his assignment. This study aims to explore the impact of Hiroshi Shimomura, as the officer of the Government of Taiwan on the sports development of Taiwan during the Japanese colonial period and how he promoted the sports of Taiwan to exchange and compete with the Empire of Japan and the colonies.
