公民素養與通識跨域思維:以「科技法與科技倫理」課程規劃與PBL及KJ教學法的應用為例

摘要


「公民素養」係指一處於當代社會之公民,應該具備的態度、精神、知識、價值與能力,指涉公共事務參與的態度、民主法治精神、關注社會發展、包容多元觀點、追求社會正義、重視環境生態與獨立思辯的能力。大學肩負培養現代公民素養的教育功能,更需讓學生透過妥適的課程規劃,使其學習到應有的知識、技能與態度,而具備共構正義公民社會的核心能力。本文提出「科技法與科技倫理」的課程規劃,以「生物科技法與生命倫理」、「資訊科技法與資訊倫理」、「環境科技法與環境倫理」為三大主軸,旨在從科技社會中的議題,引導學生去認知法律與倫理規範的意義與價值。進一步言,我們應該強調法律與倫理的通識跨域思維,讓同學理解法律、倫理規範與科技方法對現代公民社會所產生的規範效果。據此,本課程規劃係以科技與社會的關係為思維前提,闡述科技法與科技倫理的相互關係,同時針對科技社會中的法律與倫理議題,採取案例與對話教學模式,且嘗試將PBL及KJ教學法應用於實際課程,以培養學生有關科技民主、人權法治、法律倫理、公民審議、媒體識讀等核心能力,就此而論,規劃「科技法與科技倫理」課程,對深化通識,提升公民素養與通識跨域思維,實具有積極作用。

'Citizen Literacy' means the attitude, spirit, knowledge, value and ability a contemporary citizen should have. It generally refers to the attitude of participation in public affairs, the democratic and legal spirits, the interest in social developments, tolerance of pluralistic perspectives, the pursuit of social justice, the respect for ecological environment and the ability of independent thinking. The university is responsible for the cultivation of modern citizen literacy. Students are supposed to learn the knowledge, skills and attitudes required to jointly construct the core abilities of justice in the community through proper curriculum planning.This essay suggests three pivotal points for the curriculum planning of the course of 'Technology Law and Ethics', and which are biotechnological law and bioethics, information technology law and ethics, and environmental technology law and ethics. First, it is for the students to learn from the meanings and values of legal and ethical norms from the social issues in the technological community. Furthermore, it is important to emphasize the interdisciplinary thinking in general education in terms of law and ethics to acquaint the students with the influences of the ethical norms and technological methods in modern society. Accordingly, it is with the view to exploring the intertwining relationship between the science and technology law and ethics and to help students get a vision from the interdisciplinary point of view based on the leading thinking of the perspectives from the relations between technology and society that the curriculum is planned. Secondly, the curriculum takes on the fashion of cases study and dialogues in teaching on the issues of law and ethics in the technological society through creative thinking to help students build the abilities of understanding technological democracy, human rights and the law, legal ethic, citizen discussion and media literacy. Therefore, the curriculum planning of the course of 'Technology Law and Ethics' deepens general education, enhances citizen literacy and cultivates citizen interdisciplinary thinking in a positive way.
