公園型國際觀光夜市規劃－以嘉義縣治特區為例

摘要

臺灣的夜市文化存在歷史悠久，在觀光經濟的發展中，觀光夜市也應運而生。由於特定空地型的夜市，其日間通常成為臨時停車場或直接荒置，影響市容且功能不彰，因此，若夜市空地於日間能以公園的形式出現，將會是更有效率的土地利用。故宮博物院中南部分院是國家發展重點計畫中觀光客倍增計畫的一項，故宮南院基地鄰近嘉義縣治特區，基於臺北故宮博物院的經驗，故宮南院應能為嘉義縣治特區一帶帶來可觀的國內外觀光客。為提供這些觀光客與民眾，一個夜間可體驗臺灣夜市消費文化，而日間則可享受都市公園休閒恬適的地方，本研究以嘉義縣治特區附近，一塊曾舉辦過2004 年國慶煙火與2007 年臺灣燈會等大型節慶活動的基地，綜合觀光夜市與都市公園的規劃原則，配合基地人文與自然環境分析，以地理資訊系統(GIS)的空間數化功能，進行公園型國際觀光夜市規劃，以期能營造具有在地親切感與民俗吸引力的「觀光都市」環境，並產生一定的觀光經濟效益。

Taiwan's night market culture existence has been a long history. Within the development of tourism economics, tourist night markets also arise at the historic moment. Because the specific open-area night markets usually become the temporary parking lots or waste directly during the day, which affects the city appearance also obscures the function. Therefore, if the night- market open areas can be able to appear by park forms during the day, the land utilization will be more effective. The National Palace Museum Southern Branch Project is one of the “Double Tourism Plan” among Plans for National Development in the New Century. The National Palace Museum Southern Branch site is nearby the Chiayi County Government District. Based on the experience of Taipei Palace Museum, the Southern Branch Project should be able to bring the considerable domestic and foreign tourists for the Chiayi County Government District. Therefore, we desire to provide the tourists and public a place to experience the consuming culture of Taiwan's night markets during the night and enjoy the peaceful leisure of urban parks during the day. This research is in terms of a site, nearby the Chiayi County Government District, in which the large-scale festivals such as the National Day fireworks display of 2004 and the Taiwan lantern festival of 2007 once were conducted. The synthesis of tourist night market and the urban park plan principles coordinates the humanity and natural environmental analysis of the site and the spatial digitizing of GIS to carry on the plan of international tourist night market with park function, which can build a tourist city environment with the sense of local friendliness and the attraction of folk custom as well as create a great effect upon tourism economy.
