台灣高等教育評鑑實施現況與改善策略

The Implementation and Improvement Strategies of Taiwan Higher Education Evaluation

摘要


本文旨在分析台灣高等教育評鑑政策自1975年實施,2005年大學法賦於教育部辦理大學評鑑之責,正式法制化與有體系的運作。及2006至2010年進行第一週期、2012至2016年進行第二週期大學校院系所評鑑之問題與挑戰。本文透過文獻分析法探討台灣高等教育評鑑政策實施至今之歷史沿革、法源依據、評鑑類型、評鑑指標、評鑑內容與評鑑成效等。發現台灣高等教育評鑑有指標繁複、大學教師評鑑內容繁瑣、評鑑成效受到質疑等問題。本文進而提出引導大學建立自我評鑑機制,完善自我改善功能,檢討大學評鑑指標、促進大學特色發展,使大學評鑑結果與政府獎懲制度脫鉤,推動國內外專業評鑑機構認證工作等四項對策作為本文之建議。

The policy of Taiwan Higher Education was put into effect in 1975. In 2005, the Ministry of Education started to take responsibility for the implementation of the evaluation system in universities. The present research paper aims to analyze how the evaluation system is implemented in a systematic, legalized fashion; and the problems and challenges of the First-cycle Program Evaluation (2006-2010) and the Second-cycle Program Evaluation (2012-2016). Adopting a document analysis method, the paper investigates the history, laws, types, indicators, content and results of Taiwan Higher Education Evaluation. Results of the analysis indicate that Taiwan Higher Education Evaluation is too detailed and effort-consuming. Its actual effect is also questionable. The author further suggests that universities should establish a self-evaluating mechanism, enhance their ability for self-improvement, re-examine the evaluation indicators and promote the development of their features. Moreover, it is also suggested that the results of higher education evaluation should be separated from the government's reward and punishment system; and the accreditation tasks should be conducted by professional domestic and foreign accreditation agencies.
