探討墾丁地區地方非營利事業組織對當地民宿發展之影響

本研究目的旨在瞭解墾丁地區地方非營利組織與民宿發展現況並探討其兩者之間相互關聯性。研究方法採用文獻分析、實地勘查法及深度訪談法，再經過自行研讀與彙整編碼後，做為最後的發現。研究對象以滾雪球的方式進行抽樣，總計10 位相關領域授試者參與本研究之訪談。其研究結果分為七個部份，其分別為一、組織發展狀況非常不好且混亂。二、不為組織裡之會員的民宿業者，就不會有密切之關係。若為組織裡之會員，則關係會密切且組織會與會員互相交流及給予協助。三、民宿未來發展方向還是會有基本的影響力。四、未來民宿業者、組織及政府能互相配合，為地方產業開啟另一種觀光市場並要有持續性。五、民宿業者能夠更加合法化，民宿業者應善用周邊資源，發展出其特色性。六、各業者皆有自己經營之風格，理念角度都不相同。業者應著重於特色性之突出，學習行銷及創意性提高，善用周邊資源，互相交流學習。七、民宿業者沒有明顯感受到輔導及支持，但未來組織會配合職訓局做教育方案，爭取經費做教育訓練輔助計畫。最後依據本研究結論，提出建議如：一、未來以合法化為目標、結合周邊資源，使產業更為特殊性、業者應相互交流及學習。二、公共服務為宗旨，對非組織會員之業者，給予協助與輔導。

This study aims to understand the current development of local non-profit organization and B&B industry in Kenting area; in addition, the study tries to explore their linkages with each other. Using literature analysis, field survey and in-depth interview methods, as well as through self-study and aggregated codeing, the findings are provided for further discussions later. 10 participants related to the field were interviewed by using snowball sampling. Research results are divided into seven parts: (1) Organization development is not very well and confused. (2) The owner of B&B who is not the member of the organization will not relate to the organization closely; while the members would get more assistance and resources from the organization. (3) The development of future direction in B&B industry will still have a fundamental influence. (4) If the B&B owners, organizations and governments can cooperate with each other in the future, there will be sustainable development for local tourism industry. (5) B&B owners hope to be more legalized, make good use of surrounding resources, and should have specific characteristics their own. (6) Each owner should focus on its business style and philosophy to create an outstanding environment, to learn how to market themselves, to improve creativities, to make use of surrounding resources, and to learn and exchange mutual experiences. (7) The B&B owners obviously feel no counseling and supports from government, but the organization are making effort to cooperate with VTC to run a series of educational programs and trainings. Finally, the conclusions are: (1) the goals are to help B&B owners get legitimized, integrating industrial resources particularly, making the industry more characterized specifically, and sharing mutual experiences. (2) As the purpose of public service, the organization should provide more assistance counseling for non-member B&B owners.
