摘要

兩岸關係與大陸政策，長期以來一直是我政府最為複雜的政策領域之一；在全球化的發展趨勢下，兩岸已分別加入世界貿易組織(WTO)，經貿合作關係日益密切。中國大陸經濟方面積極走向改革開放，已儼然成為當前世界最大的內需市場。
大陸觀光客也大量湧向各國，挾其強大消費力，使亞洲各國不敢輕忽其影響力。兩岸持續開放交流，在經貿、人員探親，以及學術文化交流關係上蓬勃發展，但在「開放大陸觀光客直接赴臺觀光」政策上，因旅遊條件涉及政治堅持，迄今交流進展緩慢。
兩岸政府已歷經多年協商，卻仍因政治認知落差，而無法在「開放大陸觀光客直接赴臺觀光」議題上有實質大幅度進展，何以致之？其關鍵因素為何？會造成哪些重大影響？深值探討及研究。

For a long time, the relations between both sides of Taiwan Strait and the policy toward mainland China are among the most complicated policy issues in our government. Going with the flow of globalization, the two sides have joined WTO respectively, forming a closer tie than ever did before between both side's economy and trade. At the economic level, mainland China moves actively toward an open market, and has the largest domestic market demand of the world.
Meanwhile, mainland tourists are rushing into other Asian countries, and their
powerful consuming potential is not to be taken lightly.
As a result of active communication between the two sides, it shows great progress in economy, trade, family visit, academia and culture. However, in the policy of ”Opening up of Taiwan to mainland tourists”, there is not any obvious progress owing to political factors.
Because of the political divergence, the two sides do not have any agreements in the policy of ”Opening up of Taiwan to mainland tourists”, even though they have already undergone negotiations for several years. What are the reasons and obstacles stopping us from achieving these agreements? And what are the consequences if we fail to open up Taiwan to mainland tourists? These deserve our research and further investigation.
