Reading ability is the core of language education. For elementary readers in the early stage of elementary schools, literacy is the basic condition that affects reading ability. Therefore, it's important to conduct effective literacy teaching. Most of the students with reading disabilities among the majority of students with learning disabilities have literacy problems. This paper aims to propose a combination of textual literacy teaching for future research and for educators after exploring Chinese literacy teaching studies from 1999 to 2017. High-frequency words priority teaching may combine literacy and comprehension skills to improve the reading ability for students with reading disabilities.
