第二期技職教育再造方案意涵探究

A Study on Essence of "Phase II of the Technological-Vocational Education Reshaping Project"

摘要


本研究以中華民國教育部第二期「技職教育再造方案」做為研究標的,採用文件分析法探究其意涵並釐清技職教育未來重要發展方向,以有效協助技職教育相關人員在教學課程規劃及產學研究案執行之借鏡。研究結果發現前後二期再造方案在「實務選才、設備更新、實務增能、就業接軌、證能合一」五個策略領域具延續性、精密性及具體性;於增能技職教育人力、提升就業率方面,頗有建樹。本期再造方案亦聚焦於增長專業能力、強化技職教育對國家經濟之貢獻度、重新塑造國家經濟發展之「工具性角色」及持續國際化發展外,尚就遠期規劃提出二點重要方向:(一)融合通識教育;(二)以開發創新創業精神發展創業教育。最終將有效提升技職學生之人文素養、獨立思考溝通及問題解決能力、完成全人教育。另本研究基於應用意涵立場就「第二期技職教育再造方案」提出:(一)設計及建構完整之技職創業教育課程;(二)設計及建構技職體系合流之「博雅教育」;(三)有效建立技職證照之法制地位;(四)擴大跨部會策略整合、執行與評估之參與單位等具體實施建議及作法,其目的在提升技職學生之就業力與國際視野,並得以滿足社會對技職教育之期望。

This paper studies ”Phase II of the Technological-Vocational Education Reshaping Project” promoted by the Ministry of Education. The study adopts documentation analysis to explore meanings of the Project and clarifies future development directions of Taiwan's technological and vocational education, so as to effectively assist related education personnel in planning curriculum and executing academia-industrial cooperation programs. The research findings indicate that there are continuity, precision and concreteness in the five strategic areas of ”student selection by practical skills, facility upgrade, practical empowerment, employment convergence, integrating certification and capability” between Phase I and Phase II of the Technological-Vocational Education Reshaping Project, which have achieved significant results in improving vocational education talents and increasing the employment rate. In addition, the current Phase II focuses on growing professional competency, and strengthening contribution of technological and vocational education to national economy, rebuilding its ”utility” role in economic development, and continuing globalization, followed by two long-term goals: (1) integrate the general education; (2) develop entrepreneurial education under the spirits of creativity, innovation and entrepreneurship. Eventually it will effectively enhance vocational students' humanity perception, independent thinking, communication and problem-solving ability, and help students become fully-grown persons. Furthermore, based on the position of educational application, this paper proposes four specific practice recommendations and measures for Phase II of the Technological-Vocational Education Reshaping Project as follows: (1) design and construct a complete vocational entrepreneurship education curriculum; (2) design and construct a ”liberal education” integrated into technological and vocational education; (3) effectively establish the legal status of vocational certification; and (4) expand cross-ministry policy integration, implementation and evaluation among all participating units. Our goals are to enhance employability and global vision of vocational students, and meet society's expectations for vocational education.
