臺灣高等技職教育國際化現況發展探究

A Study on Recent Development of Internationalization of Taiwan's Higher Technological-Vocational Education

摘要

本研究係以臺灣高等技職教育國際化現況發展做為探究標的，以期對技職教育之永續發展有所助益。研究資料之蒐集以教育部發布之次級資料為主，採文件分析法進行文本分析。主要研究重心在於教育主管機關自2001－2014年發布之年度執政計畫之脈絡，以及臺灣高等技職教育學子之國際移動探究。研究結果發現臺灣高等技職教育體系之國際化資源不足、國際化研究資訊亦有所欠缺、高等教育境外學生過度集中於亞洲與中國大陸及應強化臺灣高等教育學生國際移動。本研究亦建議教育主管機關國際化資源挹注力求普通教育體系與技職教育體系平均分配、建置高等技職教育國際化研究資料庫、擴招高等技職教育體系境外學生、鼓勵高等技職教育學子出國留學及研修以提升國際移動能力，最終目的則在改善高等技職教育品質，並有利臺灣長期人力資源發展及提升國家競爭力。

This paper studies recent development of internationalization of Taiwan's higher technological-vocational education for the purpose of advancing sustainable development of higher technological-vocational education. It applies documentation analysis on the text of secondary data published by the Ministry of Education. The research focuses on contents of the annual plans released by education authorities from 2001 to 2014, and on international student mobility of Taiwan's higher technological-vocational education. Findings of the study indicate the following: (1) Taiwan's higher technological-vocational education lacks resources for internationalization; (2) lack of information for internationalization study; (3) an overly large number of international students in higher education come from Asia, especially Mainland China; (4) international mobility of students of Taiwan's higher education needs to be strengthened. The study, therefore, suggests the following: (1) education authorities equally distribute resources for internationalization between general education and technological-vocational education; (2) build the database for internationalization study in higher technological-vocational education; (3) recruit more international students for higher technological-vocational education; (4) encourage students of higher technological-vocational education to study abroad to enhance international mobility. The ultimate goal is to improve quality of higher technological-vocational education, facilitate Taiwan's long-term human resource development, and increase national competitiveness.
