運用數據分析建置勞工之排班與健康預警機制初探-以航空業空勤人員為例

摘要


近年來勞資糾紛不斷,為此,政府大幅度修改勞基法,然法令繁浩遵循不易,近年又以航空業衝突最為頻繁,航空業工時和工作內容的特殊性使得法令遵循增添更多難度,造成罷工事件不斷發生,而機師又與飛行安全有著莫大關係,使得航空業的勞工權益尤為重要。因此,本研究的目的,藉由了解航空業的相關流程,並結合員工健康數據,利用電腦稽核的功能設計持續性稽核作業,提早預警勞工排班問題,以空服人員為例,若排班前預先控管工作時間是否超時或應予休假,則能降低勞方過勞現象,保障勞工權益,對資方而言,工時管理也能降低工作中的錯誤率。根據實證結果,透過持續性稽核程式,不僅能計算勞工工時進而比對相關法律限制,以確保法律遵循;亦能定期偵測航空從業人員之實際工時,預防勞工過勞之可能。同時透過持續性稽核程式持續追蹤航空從業人員的歷年健康數據,進而檢測是否有異常值之相關可能,得以確保勞工健康預警之效果,使公司能提前做出相關應對措施。

Following disputes between labor and management that were happening with increasing frequency, the Labor Standards Act was amended by the Taiwan government in the past few years. However, it is difficult to be fully compliant with the relative regulations, especially for airline industry. In order to ensure flight safety, this study uses a continuous audit function to set up an early warning system that can help aircraft industries' internal control and operational issues. The computer audit software can generate effective supplementary management audit reports to help a company identify issues at an early stage before they turn into bigger problems. This study uses simulation data to create two continuous audit test programs to detect automatically whether flight attendants' health is problematic. The goal is for their work arrangement to be in compliance with industry regulations.
