香港之家庭暴力被害人服務與加害人防治方案之現況

摘要

根據政府的官方資料，2008年全年香港共有超過8300多宗家庭暴力個案，當中涉及虐待兒童的個案，在過去10年累積超過一倍(116%)的升幅，而涉及虐待配偶更錄得五倍以上(580%)的驚人升幅。近年，香港社會普遍對家庭暴力問題的關注大大提升。政府當局亦積極強化有關打擊家庭暴力的政策，而非政府機構亦與各政府部門通力合作，合力提供各種與家庭暴力有關之服務。本文嘗試概要地介紹這些服務在香港的推行現況，當中包括爲家庭暴力被害人而設的服務如保護家庭及兒童服務課、臨床心理服務課、綜合家庭服務中心、婦女庇護中心、家庭危機支援中心、危機介入及支援中心及專爲保護兒童而設的服務。另外，本文亦會介紹香港家庭暴力加害人的服務概況，包括介紹「施虐者輔導計劃」的發展、目標、介入模式及手法、內容、成效指標及結果。最後，還會提出香港《家庭暴力條例》最新修訂的情況，以及未來在進一步預防及打擊家庭暴力方面，值得關注的發展方向。

In 2008, totally 8300 domestic violence cases were reported in Hong Kong reflecting the alarming rise of 116% and 580% for cases involved child abuse and spousal abuse respectively. Both government bodies and non-governmental organizations had put much effort in combating violence by various service provisions. This article is aimed at illustrating the latest service development regarding of domestic violence in Hong Kong. Support services for victims will be covered such as Family and Child Protective Services Unit, Clinical Psychology Service, Integrated Family Service Centre, Refuge Centre for Women, Family Crisis Support Centre, Multi-purpose Crisis Intervention and Support Centre, and services designated for child protection. Meanwhile, the Batterer Intervention Programme will also be discussed in terms of its historical development, service goal, intervention approach, content and efficacy measurement. Lastly, the latest amendment in the Domestic Violence Ordinance will be mentioned and major concerns for future development will be highlighted.
