教育投資:建構台灣原住民教育程度之提升對就業率影響的預測模式

Education Counts: Building a Prediction Model of Raising Indigenous Peoples Employment Rate by Upgrading Their Educational Attainments

摘要


台灣原住民在勞動市場相較於一般民眾係屬弱勢,尤其失業率偏高。本文企圖探究以提升原住民教育程度來扭轉原住民就業劣勢的策略。本文以1999~2004年行政院原住民族委員會所做的歷年《台灣原住民就業狀況調查報告》資料作分析,並以交叉分析法、羅吉斯迴歸分析法找出影響原住民就(失)業率的因素,發現教育程度的影響最大。最後再以函數關係建立原住民高教育程度者比例提升影響其就(失)業率的推估程式。本文並依研究結果提出政策上的建議:(1)重視原住民的教育投資;(2)培育原住民接受高等教育;(3)去除原住民接受高等教育的障礙;(4)定期評估原住民教育及就業情形。

In the labor market of Taiwan, the indigenous peoples are in a disadvantaged position compared with the general population; their unemployment rates are persistently higher than other groups. This paper attempts to find a strategy to increase employment rates of the indigenous peoples by upgrading their educational attainments.Statistical methods of cross-tabulation analysis and logistic regression are used to analyze the five years (1999, 2001, 2002, 2003 and 2004) data from the Survey of Taiwan Indigenous Peoples in order to find the important factors that affect the employment rates of the indigenous peoples. Finally, an equation is constructed to estimate the percentage increase in the employment rates of the indigenous peoples based on the percentage increase in the indigenous peoples who are in the higher educational attainments.Based on the results of this research some policy recommendations are also made: (1) to make more educational investment for the indigenous peoples; (2) to encourage more indigenous peoples to receive higher education; (3) to remove the barrier that prevent indigenous peoples from receiving higher education; (4) periodically conduct surveys on education and employment status of the indigenous peoples.
