複合式老人福利建築規劃設計與營運特質之研究－以台南市臨安養護中心為例

摘要

在地老化已是台灣老人社會福利重要政策，但因應在地老化所延伸許多社會福利概念的發展，長期以來多隻注重在軟體服務的改善，並未能對老人實際生活與照顧環境有所助益或改變。因此，如何在建築空間環境的設計上，引入適當的社區照顧服務的概念，並加以轉化成為機構之經營管理者與設計者在籌設老人長期照顧機構與養護機構時，可以遵循的推動原則，來進行機構的籌設與建物硬體環境的設計建造，並擬定未來配套之營運計畫與軟體服務，以協助未來進住的老人能在自己所熟悉的社區中老化，並獲得較為完善的照顧服務，是本研究所關切的課題。

Aging in place has become an important social welfare policy in Taiwan; however, the development of social welfare perspective focuses primarily on the improvement of basic care services for the elderly instead of drawing a link between environmental support and aspects of quality of life. The current research examines the proper implementation of integrated care services and creation of a supportive environment for the elderly. In order to achieve a better balance between design and management of elderly long-term care facilities, the concept of community care services is incorporated into the design of spatial and built environments for the elderly.
