縣教育局特教評鑑之研究:以台東縣為例

An Investigation on Special Education by Visits and Evaluations of County Bureaus of Education-A Case Study of Taitung County

摘要


本文旨在以台東縣縣特教評鑑結果為例,探索其功能是否發揮,並試圖解答下列問題:(一)教師、學校對評鑑的意涵是否充分瞭解;(二)教師學校對特教教學和行政工作的態度是否積極;(三)縣府對特教工作的督導、關懷與經費、設備的支援或補助是否落實;(四)學者或評鑑專家對特教所持觀點、期許與執行者(縣府、學校、教師、家長)的認知、溝通和協助是否充分表達;(五)部與縣決策面、執行面的溝通、協調、輔助和要求是否圓融和具績效。諸如此類,都是本研究探討與著眼之處。 本研究探取質與量兼顧的做法,另輔以實地訪視和文件評析的方式,使題旨和結果,前後貫串一致,達到預期效果。研究成果願提供各級政府及有關單位的參考。尤其是台東縣政府教育局和亞洲大學幼教系特教組。前者擬建請作為「縣擬定特教評鑑方案」的參考,後者可藉供職前準備教育及特教資源的充實。

The purpose of this study was to explore the results of special education evaluations conducted by county bureaus of education in Taiwan, with Taitung County Education Bureau's result as a case study. The functions of the evaluations aim to answer the following questions: (1) whether the schools and teachers understand the meaning of the evaluation; (2) whether the attitudes of the teachers towards schools in regard to special education instruction and administration are positive; (3) whether the bureau's supervision and solicitude as well as supports of budgets and equipments for special education are credible; (4) whether the viewpoints and expectations of the scholars and evaluation experts as well as the cognition, communication and demands of the county, school, teacher and parents are fully expressed; and (5) whether the communication and coordinations between the central and local governments about decision-making and execution, as well as the assistances and requests from the governments, were efficient and harmonious. This study used both qualititve and quantitative research methodologies, as well as onsite visits and literature reviews to predict the future results. The outcomes of this research may be used as references for central and local governments and relevant organizations, as well as for Taitung County Education Bureau and the Special Education Section of the Department of Early Childhood Education at Asia University. For the former, the research results may be utilized for planning ”county evaluation projects for special education,” and for the latter, they may be used for providing materials for teachers' on-job training and riching special education resources.
