摘要

政府推動國家體育發展各項中程計畫已執行40年，雖未能讓運動設施之營運有商業績效，但使我國運動設施普及與肩負社會、教育、文化、運動休閒功能之角色，實功不可沒，惟因應社會變遷及時代潮流，政府也須調整施政策略，以有效落實體育資源之合理分配與有效運用。本研究主要透過台灣運動現況之探討及政府體育建設計畫之檢討，尋求台灣運動設施未來政策之可行性，藉由文件分析法將台灣運動設施歸納爲「社區運動場地」、「運動公園」、「縣市立體育場」及「籌辦國際運動賽會之主場館」等四類，進行台灣運動設施之現況分析；探討1965年至2007年，歷經10餘次之體育建設中程計畫，發現政府之運動設施政策具有延續性，而公共運動設施之管理組織以公部門行政體系爲營運之管理者，營運管理以公辦公營爲主要經營模式，屬供應者市場導向，在營運效益評量上，經濟效益雖是重要指標，但運動發展、社會、教育、文化、政治等向度之效益仍相當重要，所以收益及自償性於現階段公共利益及社會福利導向之經營模式下，仍未成爲效益衡量之主流。

Our government has running the national sport development program over 40 years, though business benefit is not significant for sport facilities. However our sport facilities play a good role of our social, educational, cultural, sports and leisure function. In response to social changes and the trend of the times, the government should adjust the policy strategy for the effective implementation of a rational allocation of resources and effective use. The purpose of this study was by the discussion of the present situation of sport facilities in Taiwan and the construction of the sports program. Taiwan sport facilities in the future viability of the policy. This study adopts a document analysis method and divided Taiwan's sport facilities into ”community sport facilities”, ”sport parks” ”county (city) stadium” and ”the main arena organizing international sports event.” After analyzing sport facilities for Taiwan's present situation; discussing from 1965 to 2007, the government's policy continuity of sport facilities was found more than 10 times in the mid-term sport programs. And sport facilities were managed by a department of government. The operation of state structure is major operate system, and it is a supplier of market-oriented. About operational efficiency in the assessment, although it is an important indicator of economic efficiency, but the development of sports, social, educational, cultural and political dimensions of effectiveness is still very important. Therefore, the receipts and payments at this stage of the public interest and social welfare-oriented business model, has not yet become effective measure of the mainstream.
