臺灣亞奧運體育團體知覺中央政府高階主管行政管理能力研究

Study on the Perceptions of Taiwan Asia Games and Olympic Games Sports Organizations Administrative Staff and Administrative Management Ability of Top Management at the Central Government

摘要


目的:本研究在探討臺灣亞奧運競賽種類體育團體行政人員,知覺中央政府體育高階主管之行政管理能力,祈藉由研究結果提出建議,俾供渠等高階主管能更深入瞭解自身的行政管理能力,進而知己知彼來提升組織效能,有效提升國家整體競技運動實力與建構國民健全體能。方法:本研究採用問卷調查法,測量工具為「行政管理能力問卷量表」,計發出問卷362份,回收72.71%,有效問卷256份,以描述性統計加以分析。結果:研究發現渠等高階主管之行政管理能力,以「組織運作管理能力」、「行政業務統合能力」對亞奧運體育團體行政人員最具重要性。而「運動設施規劃能力」則以女性認同度較高,至於年齡及教育程度則無差異性,另服務年資較淺者對「行政業務統合能力」、「組織運作管理能力」、「運動設施規劃能力」之需求性較資深者高。

Purpose: The purposes of this research is to 1) analyze group perceptions of the Taiwan Asia Games and Olympic Games Sports Organizations administrative staff (or NAGOGSO administrative staff) and the administrative management ability of top management at the central government, and 2) provide recommendations for top management to gain a deeper understanding into their administrative management abilities, improve their organizational abilities, raise the overall level of national sports and develop healthy physical conditions for all residents in Taiwan. Method: This study adopted a questionnaire survey and Administrative Capacity Questionnaire as the instrument of research measurement. 362 questionnaires were sent out and 256 effective questionnaires were collected, a 72.71% overall rate. Descriptive statistics were utilized for statistic analyses. Result: The results revealed that, in terms of administrative management ability of top management, organizational and operational management ability and administrative process integration capacity are the most important dimensions for AGOG administrative staff. Sports facility planning and design ability has the highest level of recognition among female administrative staff, while their age and level of education do not appear to affect their level of recognition. As for junior-level staff members, administrative process integration capacity, organizational and operational management ability and sports facility planning and design ability are perceived as more important for their growth than are perceived by their senior counterparts.
