近年來民眾對於健康意識的提升及運動風氣的盛行,使得民眾對於運動的需求逐漸升高,政府亦致力於提倡全民運動,但是長期以來,全民運動推展績效不彰,其原因為基層社區體育欠缺人力的注入,尤以中小型基層單位更是難以推展,因此本研究將從社區體育人力資源方面加以探討,以人口約五萬人的小型區市鎮-新屋區為例,採用文獻分析法。由分析後所得結論可知新屋區體育會在人力資源上,經營管理人員層面之組織結構完善,各單項運動協會亦有專業運動指導人員,但其在行銷推廣、體育志工與運動參與人員方面組成較少,因此提出幾項建議: 一、訂定明確人力資源計劃;二、多元化招募;三、未來發展;四、人力守成。本研究僅作初探性分析,未來仍待學者進一步研究。
In recent years, because of the rise of public awareness in health and exercise, the demand for public sports increased as well. The government also committed itself to promote "sports for all". Which has not yield satisfactory results for a long time; this is due to the lack of incoming talents for community sports making it especially difficult for small and medium establishments. Therefore, this study discusses this issue through the lens of community sports human resource, using Xinwu District, a town with a population of 50,000, as example, utilizing the literature analysis method. From the analysis, we found that in terms of human resource, Xinwu District Sports Federation has a comprehensive organization structure for its management personnel, and each sport association has its professional sports instructors; however, it is lacking in terms of marketing promotions, sports volunteers, and sports participants. Therefore, we proposed the following recommendations: (1) set clear human resource plan, (2) diversified recruitment, (3) future development, and (4) existing staff conservation. This study only performed preliminary analysis, still waiting for future scholars to conduct further studies.
