This study examines the relationships between administrative operations and citizen participation in Taiwan. The measure constructs include human quality of public servants, innovation adoption in public sector, public ethic, citizen participation faith, active citizen participation. This study uses the statistical tools of structural equation modeling (SEM) and hierarchy regression to test the proposed hypotheses in this research. The result shows that the active citizen participation is positively affected by citizen participation faith; citizen participation faith is also positively affected by human quality of public servants, innovation adoption and public ethic. This study also justifies the fact that citizen participation faith partially mediates the relationships between administrative operations and active citizen participation.
