兩岸邊境旅遊的合作發展─以建構「金廈旅遊圈」為例

摘要

本文在「小三通」現實基礎上建構「金廈旅遊圈」，是順應經濟全球化與區域整合發展的趨勢與要求，尤其發展觀光服務業，對地理位於兩岸交界的金門地區之經濟結構轉型更是至關重要。本文採用專家深度訪談、文獻研究、觀察法、比較分析法等多種方法進行研究，對於資料的蒐集則主要來源於實地調查和現場蒐集。研究發現兩岸關係的發展有利於深化金廈旅遊合作且兩地皆具豐富的觀光資源，優勢互補，具備區域旅遊合作的良好條件。本文提出1.由市場力量主導，政府協助推動；2.加快金門人力資源與基礎設施的建設；3.整合旅遊資源，打造金廈旅遊品牌；4.突出地方特色，聯合開發旅遊商品；5.金廈旅遊企業必須避免惡性競爭，以符合經濟效益；6.實施「小三通」夜航等建議，這對深化區域旅遊合作的理論和實踐都具有積極意義。

This study outlines the construction of ”Kinmen-Xiamen Tourism Region” based on realistic frameworks of ”Mini Three Links”. In accordance with globalization, as well as trends and demands for regional integration and development. This development is especially important for the economic structural transformation of Kinmen, a province situated near the cross-strait border zones.Research methods adopted in this study are: in-depth interviews, review of extant literatures, observational survey, and comparative analysis. Data collection is conducted through field survey and field-collection.The results of the current study indicate that the development of cross-strait relations is a beneficial factor in deepening the cooperative ties between Kinmen and Xiamen tourism. Both areas feature rich tourism resources, each possessing complementary strengths and great qualities for regional tourism cooperation.The current study makes the following suggestions: 1. Market forces should take lead in the development of Kinmen-Xiamen tourism, with the government serving a supportive role2. Accelerate the development of infrastructure and human-resources of Kinmen3. Integrate available tourism resources to build a sound Kinmen-Xiamen tourism brand4. Highlight regional characteristics, as well as joint development of tourism merchandises5. To maintain a sustainable profitability, Kinmen-Xiamen tourism firms must avoid destructive competition6. Implement night-flights between Kinmen and XiamenIn sum, the study concludes that the application of the suggestions provided will provide deeper understanding to both theories and applications of regional tourism cooperation.
