航空業的發展和國家經濟成長有著密不可分的關係,而國際機場更是一個國家的重要門面,如何利用有限的資源,創造最大的經營績效,為機場主管當局追求的目標,故評估國際機場之效率於是成為一值得研究之重要課題。本研究採資料包絡分析法(data envelopment analysis, DEA)評估2009年之21座國際機場的營運績效,在釐清機場的活動後,選定跑道數量、登機門數、機場員工人數等三個投入項,及起降架次、旅客人次、貨運量等三個產出項。研究結果顯示,樣本之中有11座機場具有純技術效率,全體機場之平均純技術效率值為0.906,顯示大部分的機場已接近效率前緣,但仍有10座機場被評為純技術無效率。本研究所獲管理意涵為:對於被評估為無效率的機場而言,首要之務為設法擴增產出,尤其是客運的產出,並非縮減投入量。
This study adopts Data Envelopment Analysis (DEA) to evaluate the operational performance for 21 international airports. After identifying the activities of international airport, we choose number of runways, number of gates and number of employees as input variables, and select number of movements of aircrafts, number of passengers and number of cargo handled as output variables. The empirical results show that the average technical efficiency is 0.906 and 11 airports are evaluated as technically efficient, while the other 10 airports are attributed as inefficient. The policy implication is that, those airports evaluated as inefficient should do their best to increase the outputs, especially passenger service output, rather than curtail their inputs.
