原住民與永續發展

根據2003年行政院國家永續發展委員會公布的『台灣永續發展宣言』中明載「我們將基於世代公平、社會正義、均衡環境與發展、知識經濟、保障人權、重視教育、尊重原住民傳統、國際參與等原則，並遵循聯合國『地球高峰會──里約宣言』及『世界高峰會──約翰尼斯堡永續發展宣言』，擬定永續發展策略與行動方案。」此宣言應是台灣永續發展最高的指導原則，但從永續會成立後陸續公布的『二十一世紀議程──中華民國永續發展策略綱領』（2000）、『台灣二十一世紀議程──國家永續發展願景與策略綱領』（2004）以及2009 年所公布的『永續發展政策綱領』，似乎「尊重原住民傳統」的原則都消失了。本文將從原住民的角度出發，探討台灣公部門的永續發展重點和研究議題中對原住民的重視程度，同時也提出原住民應在台灣的永續發展扮演的角色以及其所需的永續發展計畫。

In the Taiwan Declaration on Sustainable Development, we are endeavored to carry out sustainable development based on the principles of equality between generations, social justice, equal emphasis on the environment and development, knowledge-based economy, human rights protection, education promotion, respect for indigenous traditions, international participation, as well as abide by the Rio Declaration of the UN Earth Summit, the Johannesburg Declaration on Sustainable Development of the UN World Summit. However, the principle of ”respect for indigenous traditions” seems to disappear in recent documents released by National Council for Sustainable Development. This paper discusses the importance of indigenous subjectivity on sustainable development and provides some practical suggestions for future policy.
