原住民與自然資源經營是「社會—生態系統」的議題。面臨全球化、氣候變遷、民主化與原住民自治的變局,傳統的指令與控制式的自然資源經營的政策與制度,均需要變革。變革需要跨領域之間的瞭解與整合,而瞭解與整合則需要一個理論框架。本文介紹一個Panarchy理論框架,這個理論框架強調複雜適應系統的非線性、自我組織的特性,以一個適應循環來描述系統的變化。「社會—生態系統」更是套疊的層級系統,應用尺度與層級理論,可以解析此一複雜系統,釐清各子系統間尺度對應的關係。藉著Panarchy理論框架,不同領域的研究者與社會工作者或許能更容易認識到原住民與自然資源經營議題的複雜面向,從而推動轉型所需的社會、制度各層級上所需要的變革。
Conflict between aboriginal people and natural resources management is an issue of social-ecological system. In the face of globalization, climate change, and democratic political reforms, the movement of self-governance of the aboriginal people challenges the traditional ”command and control” natural resources management in Taiwan Reform of the natural resources management needs transdisciplinary integration and understanding. However, integration and understanding require a common theoretical framework. A brief introduction of theoretical framework, Panarcy, is presented, which focus on the non-linearity, self-organization characteristics of adaptive complex systems. Panarcy uses the concept of adaptive cycle to describe the characteristics of changes of complex systems. Together with the hieratical theorem based on scale concept could then be used to analyze such a complex system in order to clarify the corresponding scale-dependent interactions among nested subsystems. It is suggested that a theoretical framework such as Panarcy could serve as a narrative to aid cooperation needed for co-management of natural resources management.
