原住民族委員會為落實對部落原住民族家庭的照顧,並擴大服務層面與增進其福祉,自1998年起於原鄉地區設置「原住民社區家庭服務中心」,迄2020年已擴大辦理至六十八個原住民族居住的鄉鎮市,並更名為「原住民族家庭服務中心」。本文主要目的係探討部落原住民對原住民社會服務的品質之認知及影響服務品質因素。以問卷調查方式進行53處鄉鎮的原家中心服務使用者的資料蒐集,共計回收有效問卷2614份,統計分析以平均數及變異數檢定,使用多元迴歸方式分析原住民社會服務的特徵及原住民族社工人員特質對於服務品質的預測效果。研究結果顯示,原家中心的特徵與社工員特質為影響服務品質的重要因素。母機構提供督導、社工員在原家中心的年資、社工員能說族語、社工員教育背景、社工員居住在工作地點、督導的文化敏感度都是服務品質的預測變項。社會服務歷程是原住民族社工員與服務使用者深化自我族群認同與專業價值的過程。最後,本研究從原住民族社會工作者的角色在實務面與政策面上的意涵進一步討論,並提出建議。
In order to implement the care of tribal indigenous people families and to expand the service level and enhance their well-being, the Council of Indigenous Peoples has set up the "indigenous people Family Service Center" in the rural areas since 1998. The purpose of research is to explore the indigenous people's cognition of the service quality of the "indigenous people Family Service Center" and the influence factors of service quality. 2614 samples were collected by questionnaire survey. The statistical analysis was adapted with t-test and ANOVA and also multiple regression analysis. The results show that whether organization employ supervisors which is an important factor affecting the quality of service. In addition, social workers living in the workplace, can use the language communication, supervision of cultural sensitivity are the influence factors of service quality. Finally, discusses and suggestions would be providing.
