『能源科技與環境永續』之重要議題初探

摘要


2011年3月11日下午發生在日本宮城縣外海的8.9強震,隨後引發10米大海嘯,造成日本福島核電廠因冷卻系統失效,引發爐心熔毀與反應爐爆炸的福島核災事件,致使日本的農漁畜牧業蒙受巨大損失,且危及包含台灣在內的泛太平洋周邊國家地區。此一重大天災與環境污染事件,再次提醒我們永續環保課題的迫切性!本通識教育課程的設計囊跨三大面向:(一)永續發展的重大議題探討;(二)再生能源科技的介紹;(三)公民行動的結合與再出發。有鑑於環境保護與永續發展的課題日益迫切重要,且為台灣邁入21世紀後無可迴避的嚴肅課題。因此我們必須審思天災的預防、核電廠存廢與能源發展政策的制訂與走向,並喚醒所有公民,以實際行動關懷珍愛我們所立足的國土與環境,使台灣永遠是福爾摩沙美麗之島。本課程即基於此一理念與精神,結合教師的專業加以規劃,針對學生需求,設計培養現代公民相關核心能力的一系列教學內容與活動。本文探討課程的「環境永續」議題,從媒體事件的引用開始,闡明課程安排的構想與議題設定的學理基礎等。筆者衷心盼望能藉由此課程,傳達客觀正確的事實,專業嚴謹的科學知識,進而培養學生核心的公民素養,使其成為具有環保實踐能力與關懷土地之情的現代國民。

This article introduces the development and outcome of an inter-discipline general education course conducted in Da-Yeh University since school year 2010 to 2012. We focus on the issues performing in the classes, i.e., what is the major concern in illustrating the content of the teaching materials, how we arrange/design the issues for students' discussion and finally, the impact of these important issues (some of them are still in controversial and are subject of public concern). Briefly, there are four issues under which had been thoroughly reviewed:a. What has been taught during the devastating earthquake occurred in east Japan in Mar.11, 2011 after which caused huge nuclear disaster in Fukushima.b. The future of the fourth nuclear power plant which is now under construction in Gongliao, New Taipei City.c. The waddling of the policy of development of renewable energy in Taiwan, d. The evil of BOT (Building-Operation-Transferring) in the natural resort area of Taiwan.By appropriate choice of environmental issues, more instruction with environment conscience as well as sustainability could be addressed to the students.
