以環境屬性理論建構休閒潛水場域之評估準則

Development of Decision Criteria for Recreational Diving Site by Environmental Attribute Theory

摘要


本研究透過德菲法與層級分析法評選合適的休閒潛水場域決策準則的優先順序。根據環境屬性理論,研究架構分為實質環境、活動環境、社會環境及經營管理等4個準則,共19項子準則兩層。以具備CMAS或PADI教練級以上之40位專家為受訪者。研究結果顯示實質環境屬性最重要,依次為活動環境、社會環境、經營管理環境。前五名子準則依序為水域能見度、水域景觀可看性、海象狀態、潛水空間以及當地治安,多屬實質環境屬性。針對南台灣四個休閒潛水地點進行實證分析,後壁湖最佳,依序為香蕉灣、南灣、佳樂水。本研究成果不僅提供政府公部門未來評估休閒潛水場域之參考,亦指引民眾潛水場域之優劣建議。

This study determined the prioritization of decision criteria for selecting a suitable recreational diving site by combining Delphi method and Analytic Hierarchy Process (AHP). Based on environmental attribute theory, the structure is divided into two layers which including 4 criteria and 19 subcriteria. The 4 criteria are physical setting, social setting, managerial setting and activity facilities attribute. We interviews with 40 experts equipped with CMAS or PADI instructor levels at least. The most important criterion is physical setting attribute that social setting, managerial setting and activity facilities attribute follow. The top five subcriteria are in turn visibility, landscape richness, marine meteorology, diving space, and local public security, mostly belongs to physical setting attribute. The four diving sites in southern Taiwan, Houbihu, Siangjiaowan, Nanwan, and Jialeshuei, were selected to fit these criteria. Houbihu was the best site, followed by Siangjiaowan, Nanwan, and Jialeshuei. The study not only provides some suggestion for administration to evaluate diving sites but also guides tourists to choose better one.
