帆船活動發展地點之模糊多準則決策模式

A fuzzy multiple criteria decision-making approach for location selection of sailing activities

摘要

政府近年來相瑝重視海洋運動的發展，帆船休閒活動是民眾最喜愛的海洋運動之一。帆船休閒活動的愛好者，積極努力推廣帆船運動，除了定期舉辦帆船比賽，吸引民眾及媒體共襄盛舉之外，更經常舉辦帆船運動體驗營，讓民眾體驗航海的樂趣，甚至結合觀光業，成為吸引旅客的賣點之一。透過文獻蒐集及研究帆船活動發現目前台灣帆船活動蓬勃發展，然而目前在台灣甚少發展帆船活動之地點，因此政府必須積極規劃更多適合的帆船活動之地點，而如何選擇適瑝的地點便成為發展帆船活動極為重要的議題。帆船活動地點的選擇涵蓋了質化與量化的準則，可視為多重準則決策問題。此外，用來評估候選方案的數據往往是模糊而不精確的，因此其可被視為模糊多準則決策問題。經文獻探討本研究邀請專家學者將發展帆船活動之準則及其相對的重要性權重予以實證，並由專家選出三個地點，以本研究提出之模糊多準則決策模式進行評選，結果發現它能有效的評選出最佳帆船活動發展地點。

Government has paid much attention to the development of water sports in recent years, and sailing is one of the most popular water sports. The enthusiast has been promoting sailing aggressively and holding contests periodically for many years, which attracts people more effectively to join sailing and provides more opportunities for customers to experience the sailing adventures. Furthermore, they combine sailing with tourism, and it becomes a popular travel itinerary. Through literary review and investigation of sailing activities, it can be found that sailing activities has vigorously been growing up in Taiwan. However, one can also see that there are fewer locations for developing sailing activities. As a result, it is highly required that government has to plan positively and select more suitable locations for developing sailing. Accordingly, selection of an appropriate sailing port has become an extremely significant issue in the development of sailing sport. Selection of sailing port involves the assessment of qualitative and quantitative criteria. It can be viewed as a multiple criteria decision-making (MCDM) problem. Moreover, the available data used to evaluate the candidate alternative are often imprecise or vague. Therefore, it can be thought of as a fuzzy multiple criteria decision-making (FMCDM) problem. In this paper, qualitative and quantitative criteria associated with candidate alternative as well as individual importance weightings are empirically identified by experts. Besides, three locations are chosen and a FMCDM approach is proposed to select the optimal one from considered location candidates for development of sailing activities. It can be found that the presented approach is capable of determining the most suitable location effectively.
