Heritage conservation is not only saving the objects and physical settings of the past, but much important issue is how to creatively settle historical places in contemporary physical environment and social networks for current generation and the future. Moreover, creative city should be about people when the city is going on its regeneration with the concept of creative city which applied the future imagination of a city and describes life improving and city branding. History and the pre-existing environment should not be obstacles, but critical resource and creative inspiration for a city's renaissance. The research studied on the case of heritage conservation, Jincheng New Village, in Hsinchu City through the approach of urban morphological analysing and the concept of creative city. Relocating an abandoned place to the live web of the urban fabric and reconnecting the space to the social network is an effective strategy to sustainably conserve and manage heritage when its residents had been removed by government. Jincheng New Village, known as General Village, was built in the period from 1946 to 1958, and were demolished, but 15 houses were left and listed as historic building in 2015. Afterwards, they were transformed into the Generals' Village Open Library Information Park after the first stage of the rehabilitation construction was completed in 2019. Hsinchu City government planned to transform the place by rebuilt the linkage with people and circumstance around the village. The 15 left houses became special libraries in four themes and 13 subsidiaries of knowledge in present life which include the aspects related with lives, slow food, restoration, soils, and others. People do not go to the library and information park for searching and borrowing books, like they go to typical library, but learning knowledge and exchanging information with those who had the same needs or habits. By refilling the new function, the place had been changed its role in Hsinchu City from a private residential area to a place for the public. In the place, the culture of sharing and exchanging and new social network were boosted. Moreover, the refilled activities inspire residents on promoting cultural creative in their lives. As the slogan raised by Hsinchu City government said, "from General to general."
