The Application of Hierarchical Metadata Framework on the Creation of Cadastre Metadata and its Efficiency Analysis

摘要


地理資料流通機制之成敗先有賴於詮釋資料之正確建置,如此資料需求者方可掌握所有存在之資料,並能正確應用取得之資料。然而建立符合詮釋資料標準之詮釋資料往往是推動上的一大障礙,上級機關缺乏縝密規劃的強制措施及對詮釋資料的陌生常造成實際業務承擔機關的反彈及阻力。本文藉由對地籍資料特性及詮釋資料項目之分析,討論建立我國地籍資料之詮釋資料之可行策略。基於大量資料可能帶來之作業瓶頸,文中我們提出一個全新規劃的三層分級詮釋資料概念,以建立適合地籍資料特性的樣板之方式,直接達成大量減低重複建置之工作負擔之目標,並使詮釋資料之實際建置工作可落實至地政事務所層級,解決上級機關人力及對實質資料掌握不足問題。我們相信即使未來所有地理資料均須配合建置詮釋資料,地籍資料在本文所建立的基礎上,仍可以最低成本順利完成建置之工作。

The correct creation of metadata is the critical factor to the distribution mechanism of geographic data. Only when the metadata is built and maintained, can those who request data have a thorough control over all existing data and subsequently use them correctly. Nevertheless, to create metadata compliant to current metadata standards remains to be one major obstacle to the data distributed environment. The policy enforced by governments and the lack understanding of the metadata standard often brings a tremendous pressure on the executive organizations. The major goal of this research is to propose a feasible and efficient solution for creating cadastre metadata based on the analysis of the property of cadastre metadata and appropriate categorization of metadata elements. We introduced a new 3-level hierarchy to the current metadata standard and demonstrated it can efficiently reduce the duplicated working load while still creating correct metadata The work of metadata creation can then be completed at the local organization level, rather than on those top-level management organizations that usually have less human resources and physical control over the existing data. The proposed mechanism has successfully built a solid foundation towards the creation of cadastre metadata. Should the cadastre organizations be required to create respective metadata in the future, we can still optimistically expect the whole process can be completed with the proposed mechanism.
