開放式地理資訊系統環境中之地籍圖形資料應用綱要設計與應用

Design of the Application Schema for Cadastral Map Data and Its Application in OpenGIS Environment

摘要


地籍資料為國土資訊系統之重要核心資料,具有高度的跨單位及民間流通需求。過去之資料流通以整檔供應為主要方式,但在地理資訊系統技術趨向以開放技術與格式進行更為即時之流通的趨勢下,應思考網路服務之公開介面供應資料的可能性,以提昇異質性資料之互操作性及發展應用端之動態資訊整合機制。本文經由地籍資料概念層次之分析,設計因應我國地籍圖形資料之「應用綱要」,並進一步探討以地理標記語言(Geography Markup Language)記錄之結果,最後再以實際測試驗證運作之成效。由於我國之地籍資料已達成數值化之目標,藉由充分應用開放式地理資訊系統技術之優勢,將可有效擴展國土資訊系統流通環境中土地相關資訊之應用層面,本文之研究成果可為該類發展提供資料流通之基礎。

Cadastral data is one of the important core data types in NGIS development with high demands from both governmental and civil organizations. With GIS technologies moving towards instant distribution based on ”open” technology and data format, it is an opportunity to reexamine the possibility if the past whole-file download approach can be replaced by innovated web service open interface approach, so as to improve the interoperability of heterogeneous sources of data and dynamic information integration in the application environment. The discussion in this paper is restricted to only the cadastral data with map nature. By analyzing their fundamental characteristics at conceptual level, we first proposed the design of the ”application schema” of cadastral map data, and furthermore discuss its GML (Geography Markup Language) encoding and operational advantages via test of real examples. Since all cadastral data in Taiwan have been recorded in numeric format, the application of land-related information in NGIS environment can be fully expanded by taking advantages of the OpenGIS technologies. The research result of this paper can successfully serve as the foundation for developing such a data sharing mechanism.
