摘 要
隨著社會經濟的快速發展，土地權利變動日益頻繁，舉凡與土地有關的規劃、建設均需使用地籍圖資料。在二十一世紀資訊化趨勢帶動下，如何充分利用資訊科技創新開發新的服務，以促進地政資訊公開流通化及提供更便捷的服務，甚為民眾所企盼。
目前桃園縣各地政事務所雖以電腦螢幕提供民眾閱覽數化地籍圖，用以取代原人工調取地籍膠片圖之閱覽方式，但以地段地號提供地籍圖閱覽方式已不能滿足民眾的實質需求。因為民眾在閱覽之後還是不能了解土地位置在何處，不知道如何抵達土地坐落現場，而地政人員也難以精確回答這個問題。
本研究經由探討地政事務所透過改善地籍圖管理的模式，如何創新提供地籍圖閱覽服務，且分析政府機關與民間業者合作提供之地籍圖閱覽服務方式，用以了解地籍圖閱覽創新服務的經驗，繼而提出實務建議，希望藉此能提供政府及地政機關作為未來地籍圖閱覽服務創新策略之參考。

Abstract

With rapid social and economic developments, changes in land rights have become increasingly frequent. All the regulations for the construction of land require the use of cadastral map data. How to fully use information technology to develop new services is driven by the information technology trends of the 21st century. This is conducive to promoting a degree of information openness by land departments and offering more convenient services, which is desired by the majority of people.
At present, all local governmental offices offer access to a digital cadastral map to the majority of people through computer screen displays rather than manually. However, the way for people to gain access to the cadastral map by section numbers cannot satisfy their actual needs because they still don’t know where the land is located or how to access the land. At the same time, the working staffs of the land department are unable to accurately answer these questions.
This study conducts an exploration of the means to improve the management of the cadastral maps by the land department and how to innovatively offer reading services of the cadastral maps. It also analyzes the mode of mutual cooperation by the governmental and private agencies to offer access to the cadastral maps. It is used to gain familiarity with innovative services and to offer further practical suggestions that can be used as a reference for government bureau and land departments who wish to offer cadastral map reading services in the future.
