以民眾觀點勾勒台灣資通訊科技匯流應用的願景項目

以數位化方式進行資訊內容呈現與操作的資通訊科技匯流，是影響民眾生活應用智慧化的重要課題。當科技應用的好處能吸引民眾主動買單，就易於形成蓬勃的產業，讓科技應用真正落實到民間。同理，數位化的資通訊科技匯流（或稱數位匯流）該循如何的作為往哪些方向推進？除了必須考慮當前重要趨勢以擬定合宜的政策作法外，也不能忽視民眾端（終端使用者）的期待願景，然而，以非政策面的民眾觀點來研析台灣資通訊科技匯流應用的研究並不多見。本文以過去幾年來台灣在資通訊科技應用發展與數位匯流相關推動計畫的內容為腦力激盪的觸發材料，大量徵集來自民眾端對資通訊科技匯流願景的期望想法，再以影響性與未來性優先序評分計算，提出11項台灣資通訊科技匯流的優先推動關鍵應用願景項目。本文的研究內容有別於以往科技發展研究採以趨勢推演之觀點，而選擇以民眾期待為論述主角，所獲致之研究成果能作為台灣資通訊科技匯流相關學術研究與政策方案研擬的參考與對照。

The information and communications technology (ICT) Convergence presented in digitalized contents and operational functions is an important issue which impacts the smartened living applications. When end users are willing to buy in a specific technology because of the benefits it brings, the related industry will reasonably become flourishing and the technology-enabled applications could be practically realized. Similarly, the determination of promotion directions and the adopted actions for the development of ICT Convergence are highly related to not only key trends but also end-users' expectations (visions). However, the existed investigations on Taiwan ICT Convergence lack the considerations from the viewpoint of the general public. This paper conducts 11 priority vision items for Taiwan's ICT Convergence development through referring to several Taiwan's ICT development and Digital Convergence program documents and inviting end-users' brainstormed ideas by using ideas-clustering and impact-likelihood prioritization approach. The study introduced in this paper is not as the past ones those emphasized the analysis on trends, it focuses on the concerns of end users' expected applications. The results of this study may provide valuable materials for further academic researches and policy-making investigations in the field of Taiwan ICT Convergence.
