離岸風電專利分析與電腦稽核之芻議

Patent Analysis on Offshore Wind Power and an Initial Proposal on its Computer Audits

摘要


因應全球氣候變遷與能源供應轉型,臺灣此刻正積極建設離岸風電以實踐非核家園的目標。另外,值此全球積極發展綠能與風電的時刻,臺灣不啻為世界重要的風場之一,也可能成為中國大陸與亞洲離岸風電發展的示範櫥窗。但臺灣風場的離岸風電相關海事工程、機組維護與營運管理,存在天候複雜、地質鬆軟、地震等問題,因此技術型式的選擇與精進,將是一個值得研究的課題,而興建過程與維運管理更是值得關注的議題。本研究首先回顧離岸風電產業發展概況、臺灣條件與發展政策目標、建築資訊模型。其次,透過專利分析說明技術發展與趨勢,也探討主要離岸風電廠商技術發展的強項與競爭優勢,最後提出以建築資訊模型對於離岸風電建設進行電腦稽核的構想。研究結果對於離岸風電發展趨勢提供說明、針對相關廠商技術提出分析,也介紹建築資訊系統與其在離岸風電興建的應用概況。因此,結論可為未來興建離岸風電機組技術廠商選擇提供參考,也對於離岸風電建置過程、營運與維護,以及生命週期低碳程度的稽核,提出可執行的評估方法。

In response to global climate change and energy supply transformation, Taiwan is actively building off-shore wind power to implement the goal of non-nuclear home. In addition, at the time when the world is actively developing green energy and wind power, Taiwan is one of the world's most important wind farms and may become a showcase for offshore wind power development in mainland China and Asia. However, the offshore wind power related marine engineering, unit maintenance and operation management of Taiwan wind farms have problems such as complex weather conditions, soft geology and earthquakes. Therefore, the selection and refinement of the technical type will be a topic worthy of study, and the management of the construction process is an issue worthy of attention. This study first reviews the development of offshore wind power industry, Taiwan's conditions and development policy objectives, and building information model. Secondly, we analyze the technological development and trend through patent analysis, and also explore the strengths and competitive advantages of the major offshore wind power manufacturers in terms of technological development. The results of the study provide recommendations on the development trend of offshore wind power and analysis on the related manufacturers' technologies. Therefore, the conclusion can provide a reference for the future selection of offshore wind turbine technology manufacturers, as well as an implementable evaluation method for the offshore wind power construction process, operation and maintenance, and life-cycle low carbon auditing.
