觀光休閒產業與地方創生策略初探－以宜蘭頭城休閒農場為例

A Preliminary Study on Tourism Leisure Industry and Regional Revitalization Strategies - Case Study of Yilan Toucheng Leisure Farm

摘要

全球化經濟的競爭態勢下，許多國家面臨產業經濟發展的問題，致使國家競爭力備受威脅。為解決地方沒落，甚或消失的命運，臺灣行政院國家發展委會借鏡日本「地方創生」政策，期望能達到「均衡臺灣」的目標。本研究首先以比較臺日兩國的地方創生政策；其次，以臺灣在地宜蘭頭城休閒農場為案例，進行深度訪談法並蒐集資料，訪談對象包括事業體及其利害關係人等；最後，透過文獻資料整理、深度訪談與質性編碼，提出下列結論：（一）他山之石可以攻錯，日本地方創生政策確實有許多值得學習之處；（二）休閒農場個案積極參與政府推動的相關計劃，期待有持續與穩定的政策幫扶；（三）透過施行多年的地方創生相關政策，本研究提出觀光休閒產業之地方創生策略建議。

Under the competitive situation of the globalized economy, many countries are facing the problems of industrial economic development, which has made the national competitiveness vulnerable. In order to solve the destiny of regional decline or even disappearance, the National Development Council of the Executive Yuan's aides and institutions took advantage of the ＂Regional Revitalization＂ policy implemented by Japan, to achieve the target of ＂Taiwan Equilibrium＂. The thesis started to discuss the origins, strategies, targets, visions and current development profiles of the regional revitalization policy between Taiwan and Japan. In the continuation of the study, the in-depth interview study had been used to collect the data from the case Yilan Toucheng Leisure Farm whom are Taiwan based intensive cultivation organizations. The interviewees are mainly based on the organization, business, and the surrounding stakeholders are selected. The thesis finally organized, summarized and analyzed various data and proposes the following conclusions. 1.Through the analysis of the literature review, Japan's revitalization policies are worthy for Taiwan to learn and is helpful for Taiwan's local revitalization strategies. 2.By interviewing with individual stakeholders, the study found that they all hope to meet the government's sustained and stable regional revitalization policies. 3.Through the implementation of policies related to local creation for many years, this research puts forward recommendations for local creation strategies in Taiwan.
