台北市都市設計制度之研究

摘要

在當前全球經濟再結構情形下，台北市要擠身於亞太地區中心都市所面臨其他城市的挑戰將無可避免，而評量都市主要競爭力指標之一為都市生活環境，城市本身又是一個動態複雜的巨型系統，為維持一個城市在一定程度的環境品質下，有賴於合理有效的管理系統，其中包含都市規劃、都市建設及管理；都市規劃及都市建設主要在於實質空間，而都市管理則需藉由縝密且完整的行政政法規體系與架構作為執行的依據。本研究試圖分析台北市所實施之都市設計審議制度尚待改進之事項，包含作業程序、審議程序、審議項目及報告書製作內容以提供台北市未來修法之參考，另外亦可提供其他準備實施或已實施都市設計制度之縣市政府參考。

Under the circumstance of relocation of global economics, Taipei city must compete with the other cities to achieve a core city of Asia. City is a giant, dynamic and complicate system. To remain a certain quality of environment, it relies on a rational and effective management system. It includes urban design, urban construction and management. Urban design and urban construction exist in the reality of space. Upholding urban management bases on a complete and decisive administrative law.This study will analyze some laws of urban design reviews to be improved that provide references for fixing the law of Taipei in future. Including working process, reviews process, review content and proposal .Meanwhile, it offers a reference to other city and county that whether running the urban design law or not.
