本文首先針對護理人員之僱用人力需求建構數學規劃模型加以求解,然後在滿足人力需求且班表符合法令規定與營運政策之限制條件下,以整體護理人員總滿意程度極大化爲目標,以求取最佳之護理排班及人員輪休規劃。本模式分成三個階段,第一階段:先計算出醫療院所單位所需之總僱用之人力,第二階段:依個人對各班次之偏好與前兩期上班之情形進行班別之排定,第三階段:針對各班次之護理人員對一般休假及特別休假之偏好及前期之休假情形,進行人員休假之最適安排,以達公平客觀並滿足護理人員之需求。最後以長期照護機構爲案例說明以及模型驗證,並使用數學規劃軟體LINGO9.0進行求解,其排班結果顯示較傳統人工方式良好。
This study proposes an integer-programming model to solve the problem of nurses rostering. The model focuses on maximizing the satisfaction level of all nurses. This study has three sections. First, a mathematical model for planning nurse manpower is developed. This model is based on the number of patients and level of care needed, and determines the number of nurses that should be employed in the hospital. Second, shift preference of nurses are considered in terms of the two most recent periods. Third, preference of nurse days off are addressed in terms of the most recent periods. Finally, the proposed model is explained and verified by considering the case of the elder protects center in Kaoshiung. The model is solve using the LINGO9.0 mathematical programming software. Accroding to the testing results, this model is better than traditional shift scheduling method.
