隨著國民的生活品質水準日漸提昇,以及台灣邁入高齡化社會,加上國人對健康觀念的普遍認識,對於醫療保健服務的需求也比以往增加許多,因此不管什麼樣類型的醫療單位都紛紛引進高成本與高效能之醫療儀器設備與技術,以提升醫療水準才有能力滿足現代社會大眾對於醫療之需求。 要如何同時兼顧提高醫療品質、降低醫療成本和浪費是各醫療單位所要共同面臨的問題。劉光宗(2011)在大部份醫療院所的營運成本結構中,人事費用的支出是最大比重,而其中又以護理人事費用為最高。因此適當而有效率的運用護理人力將可為醫療單位省下不少多餘的支出,且可避免造成不必要的人力浪費。 近年來多目標規劃法已被廣泛應用在許多領域,其中也包含人力資源管理方面之應用,本研究以某住院部門之個案,探討全年無休服務之護理人員排班問題,並根據護理人員排班之軟硬限制,運用多目標規劃法建立一個數學模型,求算出最佳護理人力配置與最低人力費用成本。
As the standards of quality of life is increasingly improved, Taiwan become to an aging society, and the demand for health care services than ever before to increase, so regardless of what type of medical units have the introduction of high-cost and high performance medical equipment and technology to enhance the standards of medical care which have the ability to meet the demand of modern society. How to balance the quality of care and reduce health care costs is medical units’ common problem. In a large part of the medical institution’s operating cost structure, the personnel costs of spending accounted for the largest proportion, especially nursing personnel costs. Multi-goal programming has been widely applied in many fields, includes human resource management, in this study, explore the nurse scheduling problem for the whole year round service, and according to the nurses scheduling constraints, use multi-goal programming method to establish a mathematical model to figure out the best nurse allocation and the lowest the cost of manpower.
