善用閒置校園協助老人住宅在地化之探討

A Study of Practical Idle Campus for Assisting Older People Community Localization

摘要


全球人口正快速的老化,已經成為各國重視的議題。台灣老年人口比率也將在2018年正式進入高齡社會,且於2025年成為超高齡社會,政府應即早規劃妥善政策以因應,特別是老人居住問題,對於在地老化政策的影響最為關鍵。另一方面,受到少子化衝擊,許多偏遠國小面臨合併或停辦的命運,如何善用閒置校園成為一個值得探究的議題。本文為了找出最適合改建老人住宅社區的閒置校園,蒐集老人住宅社區應具備的特色及其關鍵影響因子,以線性結合量化因子的量測模式,推薦且排序適合改建老人住宅社區的校園,具體再用校園的剩餘價值,有效改善超高齡社會即將面臨老年人住的問題,以協助達成在地老化的重要政策。

Rapid global aging has become an important society issue. The ratio of elderly people in Taiwan is expected to become an aging population society in 2018, and become a hyper-aged society in 2025. The government should plan a proper policy to deal with the issue of elderly residence as early as possible. On the one hand, the trend of low birth rate caused many remote elementary schools have to face the fate of merged or closed. How to make the best use of vacant campus to improve elder residence issue. This paper is to find out the most suitable location of vacant school building for reconstructing as the elderly community. Collecting the feature and impact factor of older people community to combine with measurement mode of scaling factor. Recommending and sorting the appropriate campus for older people community. Using the surplus value of school and aggressively improving living issue of upcoming hyper-aged society. Apply the complementary way to achieve the policy of aging in place.
