建構公寓大廈前期規劃之物業管理檢核系統架構

Establishing the Structure of the Property Management Assessment System on Apartment Buildings in Project Planning Phase

摘要


業主為了減少物業管理之問題,常會請物管顧問以物管的角度來檢討公寓大廈公共設施之規劃設計。但因檢核經驗無外化,使物管顧問之檢核結果缺乏完整性,且檢核知識無法傳承。因此本研究之目的為:(1)探討物管顧問進行前期規劃之物業管理檢核流程與問題;(2)建置檢核系統之架構;(3)進行檢核系統之模擬操作。本研究以個案研究與專家訪談,歸納整理檢核模式與檢核問題。結合知識管理與本體論,設計檢核系統之知識架構與功能。最後,本研究模擬系統之操作過程,並分析其優點。研究成果如下:1.檢核流程分為:檢視各項公共設施項目;以物管角度進行設計檢討;提出規畫修正建議;提出物業管理計畫;試算管理費用等步驟。物管顧問遭遇之問題有三:檢核報告缺乏完整性;內隱之檢核知識不易傳承;新手無法有效的尋找所需檢核項目。2.本研究建立檢核系統之知識架構,並設計系統之三大功能為:輸入物管角度之設計準則;公共設施之物管檢討;搜尋與參考類似案例。3.模擬物管顧問使用檢核系統之功能,並分析檢核系統的優點有四:可融合多位物管顧問經驗;有系統的儲存個案資料;縮短檢核時間;檢核報告完整不遺漏。

In order to reduce problems during building operation and maintenance phase, clients often invite property management consultants to review the design schemes proposed by architects during building design phase. This study was interested in capturing and externalizing the property management knowledge the consultants use. The research objectives are: (1) to investigate the review process of property management consultant engagements and the problems occur; (2) to establish the framework of a property management review system to be employed in building design phase; and (3) to apply the 'property management review system' in a realistic project to demonstrate how the system works. Research methods such as case study and expert interview are employed. The research findings are: (1) The property management review process includes the steps of: inspect common facilities, review design schemes from the property management perspectives, recommend design revisions, propose property management plans, and estimate operation and maintenance costs. (2) The 'property management review system' consists of three major modules: input design criteria of common facilities from property management perspectives, review the design schemes of common facilities, search and refer to similar cases of common facility designs from other projects. (3) The application of the property management review system and the testing has shown that there are four benefits of this system: the knowledge of many property management consultants can be externalized, extracted and stored; design decisions of many cases can be stored for future references; the time spent for design review can be shortened; and the contents of the review reports will be more comprehensive.
